The programs below are supported and enhanced by the Harris Resources Foundation through monetary and in-kind donations.
Services for vulnerable adults
The Adult Services Division provides services to adults living in Harris County who need assistance to manage their affairs. These services are provided through three programs:
- Guardianship Program provides services to adults who are deemed incapacitated by the Probates Courts due to age, mental and/or physical disabilities. Case managers oversee and manage the client’s daily needs, medical care, housing, finances and property.
- Senior Justice Assessment Center addresses the complex needs of senior (65 and older) victims of abuse, neglect and exploitation by collaborating with a team of experts in geriatric, forensic and psychiatric medicine, civil and criminal prosecution, law enforcement, protective services and social services.
- Representative Payee Program is a voluntary program designed to assist eligible, low-income Harris County adults who are elderly, physically or mentally disabled, with financial management so they can live independently.
Services for abused and neglected children
Harris County Resources for Children and Adults’ programs and services support abused and neglected children and youth who are in the care and custody of Child Protective Services (CPS), a program of the Texas Department of Family and Protective Services.
- Integrated Health Clinic provides medical, dental and behavioral health care to children in the care of CPS and/or residing at the Kinder Emergency Shelter. Services also include in-home parent education and therapy, psychiatric services and guidance for parents and caregivers.
- Child and parent assessments provides information about the strengths and needs of children and of their caregivers to ensure the safety of the children.
- Permanency Program develops long-lasting plans for children entering CPS custody by facilitating meetings with families and all those involved with their care and well-being.
- BEAR, a private/public 501(c)3, provides goods and services to children under the care of CPS in Harris County
- The HAY Center provides transitional services to current and former foster youth, ages 14 through 25, with an emphasis on education and employment. Other services include Bridge Housing and Transitional Coaching.
Services for at-risk youth and families in crisis
Harris County Resources for Children and Adults’ Youth Services Division offers free, voluntary programs to youth and families experiencing crises. These services are offered through various programs:
- Kinder Emergency Shelter provides short-term residential services for youth, ages 12-17, who are in need of shelter and care due to abuse, neglect, homelessness and/or severe family conflict.
- Community Youth Services (CYS) is a school-based crisis intervention and case coordination program offered in selected area school districts and in the community.
- TRIAD provides prevention and early intervention services to divert youth from involvement with the child welfare, mental health, and juvenile justice systems. Services include:
- TRIAD Intake Diversion
- TRIAD Mental Health
- Baby Moses Hotline
- Child Sex Trafficking
- Community Youth Development
- Justice of the Peace (JP) programs
- Parenting classes
